HRA in 8th Pay Commission – What Will Change
The 8th Central Pay Commission was set up on 3 November 2025, with Justice Ranjana Prakash Desai as Chairperson. Its report is due by around May 2027.
The revision is expected to take effect from 1 January 2026, though this date is not formally notified yet. Around 50 lakh central government employees and 69 lakh pensioners are covered.
HRA will not be fixed separately. It is a percentage of basic pay, so it rises automatically when your basic pay is revised through the fitment factor.
One more change matters. Dearness Allowance resets to zero on the new basic pay. In the 7th CPC, HRA rates started at the base slab and rose as DA crossed 25% and 50%.
How to Calculate 8th Pay Commission HRA
The full salary calculation runs in three steps. First the new basic pay, then the HRA percentage for your city class, then the monthly HRA amount.
Take a Level 3 employee with current basic pay of ₹21,700 in an X class city. At the most discussed fitment factor of 2.28, the new basic pay comes to about ₹49,500.
At the current X city rate of 30%, the expected HRA is ₹14,850 per month. Today the same employee gets ₹6,510, so the monthly HRA increase is about ₹8,340.
Your own stage within the level also matters. If your current basic is above the starting cell of your level, type that exact figure in the calculator.
8th Pay Commission HRA Rates – Current and Expected
Today, under the 7th CPC, HRA is paid at 30% for X cities, 20% for Y cities and 10% for Z cities. These rates apply since DA crossed 50% in January 2024.
The 8th CPC rates are not decided. The table below lists every serious scenario in discussion, including what employee organisations have formally demanded.
| Scenario | X City | Y City | Z City |
|---|---|---|---|
| Current rates (7th CPC, DA above 50%) | 30% | 20% | 10% |
| Base rates if HRA resets with DA at 0% | 24% | 16% | 8% |
| NC-JCM staff side demand | 40% | 35% | 30% |
| AINPSEF proposal | 36% | 24% | 12% |
City class depends on population. X covers cities above 50 lakh: Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, Ahmedabad and Pune.
Y covers cities between 5 lakh and 50 lakh, which includes most state capitals and large district cities. Every remaining town falls in Z.
The minimum HRA under the 7th CPC is ₹5,400 for X, ₹3,600 for Y and ₹1,800 for Z cities. A revised minimum is expected with the new pay matrix.
Expected HRA by Pay Level at Fitment Factor 2.28
This table uses the starting basic pay of each level and the current HRA rates of 30%, 20% and 10%. It gives a quick estimate before you run your own numbers.
| Pay Level | Current Basic | Expected New Basic | HRA X (30%) | HRA Y (20%) | HRA Z (10%) |
|---|---|---|---|---|---|
| Level 1 | ₹18,000 | ₹41,000 | ₹12,300 | ₹8,200 | ₹4,100 |
| Level 2 | ₹19,900 | ₹45,400 | ₹13,620 | ₹9,080 | ₹4,540 |
| Level 3 | ₹21,700 | ₹49,500 | ₹14,850 | ₹9,900 | ₹4,950 |
| Level 4 | ₹25,500 | ₹58,100 | ₹17,430 | ₹11,620 | ₹5,810 |
| Level 5 | ₹29,200 | ₹66,600 | ₹19,980 | ₹13,320 | ₹6,660 |
| Level 6 | ₹35,400 | ₹80,700 | ₹24,210 | ₹16,140 | ₹8,070 |
| Level 7 | ₹44,900 | ₹1,02,400 | ₹30,720 | ₹20,480 | ₹10,240 |
| Level 8 | ₹47,600 | ₹1,08,500 | ₹32,550 | ₹21,700 | ₹10,850 |
| Level 9 | ₹53,100 | ₹1,21,100 | ₹36,330 | ₹24,220 | ₹12,110 |
| Level 10 | ₹56,100 | ₹1,27,900 | ₹38,370 | ₹25,580 | ₹12,790 |
New basic pay figures are rounded to the nearest ₹100, the way pay matrix cells are set. Your actual stage in the level can give a higher figure.
Fitment Factor – the Number That Decides Your HRA
Every rupee of HRA depends on the fitment factor, because HRA is a percentage of the revised basic pay. A higher factor lifts both together.
Part of the factor is not a real hike. With DA at 60%, a factor of 1.60 only absorbs the existing DA into basic pay. The real increase starts above that.
Expert estimates currently run from about 1.83 to 2.46, and 2.28 is the most discussed figure. The NC-JCM staff side has demanded 3.83, with minimum pay of ₹69,000.
For comparison, the 7th CPC used a factor of 2.57. The final 8th CPC factor will be known only after the Commission reports and the government decides.
Worked Example – Level 7 Employee in a Metro City
Take a Level 7 employee with basic pay of ₹44,900, posted in Delhi, an X class city. The current HRA at 30% is ₹13,470 per month.
At a fitment factor of 2.28, the new basic pay becomes ₹1,02,400. At the same 30% rate, the expected HRA is ₹30,720 per month.
That is a monthly HRA increase of ₹17,250, or about ₹2,07,000 extra per year. If HRA instead resets to the base rate of 24%, the figure would be ₹24,576.
What About State Government and PSU Employees?
This calculator is built on the central pay matrix, but the same method works for state government and PSU staff. You only need your own current basic pay and city class.
States usually adopt the central revision later, with their own fitment factor and date. West Bengal, Tamil Nadu, Maharashtra and other states will notify separately, so treat the result as an estimate until your state order comes.
8th Pay Commission HRA Calculator (FAQ)
How much will be HRA in 8th Pay Commission?
HRA will be a percentage of your revised basic pay, city wise. If the current rates continue, expect 30% for X cities, 20% for Y and 10% for Z on the new basic. At a 2.28 fitment factor, a Level 1 employee in an X city would get about ₹12,300 per month.
How will salary be calculated in 8th Pay Commission?
Your current basic pay is multiplied by the fitment factor to get the new basic pay. DA then restarts from zero on that basic, and HRA and transport allowance are calculated on it. Deductions like NPS are applied after that to reach the in-hand salary.
How is HRA calculated for central government employees?
HRA is calculated as a fixed percentage of basic pay, decided by the class of your posting city. The rate is 30% for X cities, 20% for Y cities and 10% for Z cities at present. DA is not included in this calculation, only the basic pay counts.
Is HRA 50% of basic salary?
No. For central government employees, HRA is 30%, 20% or 10% of basic pay depending on city class. The 50% figure belongs to the income tax exemption rule for salaried people in metro cities, which is a separate calculation used while filing your return under the old regime.
When will the 8th Pay Commission be implemented?
The Commission was set up on 3 November 2025 and has about 18 months to report, which means around May 2027. The revision is expected to take effect from 1 January 2026, with arrears for the gap period. The government has not formally notified the date yet.
What is the expected fitment factor for 8th Pay Commission?
No official factor has been announced. Expert estimates range from about 1.83 to 2.46, with 2.28 the most discussed figure in current coverage. Employee bodies have demanded up to 3.83. The calculator above lets you test every scenario on your own basic pay.
